Abstract

Technology-facilitated domestic violence challenges legal systems because everyday digital tools can extend surveillance, intimidation, and coercive control beyond physical encounters. This study examines Indonesia's legal readiness for early detection of technology-facilitated domestic violence, identifies interpretive gaps faced by law enforcement officers, and formulates an operational framework for accountable risk screening. Using a normative-empirical socio-legal approach, the study combines doctrinal analysis of relevant Indonesian laws with thematic analysis of verified interviews involving a Protection of Women and Children police officer, a legal counsel, and a survivor in Gorontalo. The findings show that the principal problem is not an absolute legal vacuum but fragmented legal readiness: relevant norms exist across several legal regimes, while frontline interpretation, digital evidence preservation, institutional capacity, and rapid victim protection remain weakly integrated. The study also identifies procedural fatigue as a factor that may affect survivors' willingness to continue legal processes. Artificial intelligence is positioned as an emerging risk and potential decision-support instrument, not an autonomous legal decision-maker. The study proposes a Five-Dimensional Legal Readiness Framework (KKH-5): normative recognition, interpretive integration, evidentiary readiness, institutional capacity, and protective responsiveness. The framework supports pattern-based interpretation, human oversight, due process, and survivor-centred early intervention.
